RE-ELECT JOHN COTUGNO
A PROVEN LEADER FOR CITY COUNCIL

I am now looking forward to running for reelection to further my service to the citizens of Vero Beach and our Community. Please honor me, as you did in 2021 and 2023, with your vote.

About

John hails from Rhode Island but landed in Vero Beach after retiring from over 40 years of leadership in the electronics Industry primarily in the Semiconductor market. He immediately began serving our community as a Volunteer Public Policy Advocate for the Alzheimer’s  Association on both the State and Federal level. In 2019: Governor DeSantis appointed him to the State Health Improvement Plan Committee, he was appointed both to the Vero Beach Utilities Commission, where he served as Vice-Chairman, and the Three Corners Steering Committee.

He was elected to the Vero Beach City Council in 2021 and began serving as Mayor in 2022. John was re-elected in 2023 and served as Mayor in 2024 and 2025.

He resides in Central Beach with his wife, Jan Williams, and rescue dog Roxie.

Why I'm Running for City Council

Serving as Mayor has been both an honor and a privilege. I’ve worked vigorously to ensure Vero Beach remains the vibrant, welcoming, and forward-thinking community we all love. The most rewarding part of my service is connecting—residents, neighbors, business owners—helping resolve issues and sharing your ideas. This engagement is what generates relationships and ideas which fuel real progress. My sincere commitment to public service, along with my collaborative approach, and results-driven mindset has help position our city to grow responsibly while preserving the unique charm that defines Vero Beach.

Under my guidance, Vero Beach has made measurable progress:

· Built consensus around a safer, more livable redesign of the Twin Pairs corridor, promoting walkability, bike safety, and improved traffic flow downtown.

· The long-awaited Three Corners project was realigned and then advanced, attaining unanimous Council approval by addressing prior procedural issues, thereby restoring and sustaining public confidence in the process.

· Moved forward the “One Water” wastewater project, delivering environmental benefits and long-term clean water solutions—while bringing the project in $13 million under the original $177 million estimate, not including nearly $38 million in grants secured to reduce taxpayer burden.

· Kept Council aligned after facilitating development of 13 strategic priorities for the City —including public safety, infrastructure, affordable workforce housing and environmental stewardship.

· Initiated and promoted public-private partnerships, the initiation of a design to revitalize Pocahontas Park with Piper Aircraft, continued collaboration with the Clean Water Coalition to accelerate septic-to-sewer conversions, and with the Indian River Community Foundation by initiating the process to assist in funding the rebuilding of the Humiston Boardwalk.

· Advanced the Downtown Master Plan, keeping revitalization alive despite setbacks, and pushing forward without additional tax burdens.

Continuing Forward

Continuing Forward

My Goals and Objectives going forward:

· Keep both the Three Corners Development and the “One Water” wastewater projects moving forward per schedule.

· Ensure Twin Pairs redesign fully incorporates ideas and careabouts generated during community engagement.

• Finalize the 2024 audit, address findings in the delayed 2023 audit, and upgrade to an integrated ERP system to ensure long-term financial transparency.

• Reinforce a culture of staff accountability across all departments, particular emphasis on financial oversight.

• Reassess the Marina renovation to manage costs while protecting its self-sustaining revenue model.

• Sustain momentum for Downtown revitalization, even without new tax measures, by building partnerships and leveraging existing resources.

• Continue to pursue stormwater and other clean water private-public partnerships with potential effects on the Lagoon similar to those of the John’s Island pipeline.

My only obligation will be to do what is best for Vero Beach; the residents of Vero Beach are my special interest group.

Please vote for John Cotugno for City Council on Tuesday, November 4th.
